8th IWUF Congress Minutes

Attendants: Delegates from 53 member federations were present
President Yu Zaiqing chaired the Congress.
AGENDA ITEM 2. Address by President Mr. Yu Zaiqing
President Yu Zaiqing extended warmest welcome to all the delegates who were present at the 8th IWUF Congress. He also thanked the Vietnam Wushu Federation and Mr. Hoang Vinh Giang, President of the Vietnam Wushu Federation for their generous support and assistance for the organization of the 8th World Wushu Championships and the IWUF committee meetings.
President Yu said, in the past two years, the IWUF has done a great deal of work for wushu development and wushu’s bidding for the Olympic sport has new achievement, too. He extended heartfelt gratitude to all the IWUF member federations for the efforts they have made.
Regarding wushu’s application into the 2008 Olympic program, he said: ”This work has been full of challenges and difficulties, including the barrier from the Olympic Charter. However, we had opportunities to discuss this issue with the IOC several times. Recently we invited Dr. Jacques Rogge, the President of the International Olympic Committee to attend the Opening Ceremony of the 10th National Games of China. We discussed this issue again and have reached a common consensus. The IOC will allow us to organize an international wushu event during the 2008 Beijing Olympic Games, but this event is not one of the 28 official Olympic sports, it is not a demonstration event, either. It will be the 2008 Beijing Olympic Games Wushu Tournament. I am confident in having the opportunity to stage an excellent wushu performance in 2008. We would keep in touch with the IOC and continue to do our utmost for the bright future of wushu movement.”
AGENDA ITEM 3. Welcome address of Mr. Hoang Vinh Giang, President of Vietnam Wushu Federation
On behalf of the Organizing Committee, Mr. Hoang thanked all the participants to take part in the 8th World Wushu Championships. He expressed appreciation to the IWUF to give them the chance to organize the wonderful Championships. He wished everyone a happy stay in Vietnam.
AGENDA ITEM 4. Approval of the minutes of the 7th IWUF Congress
The Congress approved the minutes of the 7th IWUF Congress (as circulated) without modifications.
AGENDA ITEM 5. Work Report by the Secretary General
The Secretary General’s report is as the following:
Since the new term of leadership was elected in 2003 in Macau, in the past two years, under the leadership of President Yu Zaiqing, with the support and efforts of all the IWUF member federations, the work of the IWUF has made smooth progress.
1. Wushu’ s bidding for the Olympic Sport
President Yu has just briefed you the information. This is the outcome that we have been expecting for a long time and it is also a significant achievement made so far. On the occasion of the 10th National Games of China, we have invited some IOC executive board and IOC members to observe the wushu competition. The competition was organized in good order and manner. They spoke highly of the organization of the event as well as the exciting view of wushu competition.
2. International Wushu Activities
a) 1st World Traditional Wushu Festival
From October 16 to 20, the IWUF organized the 1st World Traditional Wushu Festival in Zhengzhou, China. More than 2000 participants from 62 countries and regions participated in the event. 1282 competitors from 127 teams took part in the competition. 395 competitors from 39 countries and regions won the 1st prize. The Festival was a great success. The successful organization of the Festival exhibited the glamour of wushu to the world. The Secretariat informed the IOC and GAISF immediately after the conclusion of the Festival.
b) 2nd Sanshou World Cup
The 2nd Sanshou World Cup was held from November 12 to 14, 2004 in Guangzhou, China. Nearly 200 participants from 19 countries and regions took part in the event. 59 competitors took part in the competition. Competitors from 7 countries won the 1st prize and competitors from 10 countries won the 2nd prize. The organization was in good order. The participating teams spoke highly of the event.
c) Other international competitions and exchanges
The IWUF dispatched technical officials to assist some international games, such as the Asian Games, East Asian Games, Southeast Asian Games and the upcoming South Asian Games. Wushu activities in five continents were also actively organized. The Italian Wushu Federation organized the European Youth Wushu Championships, and Russian Wushu Federation organized European Wushu Championships, etc.
3. Work of the Technical Committee
a) The improvement of the new competition rules
In accordance with the decision of the Macau Congress and Executive Committee meeting, the Technical Committee made further improvement on the new competition rules. The Technical Committee held a meeting from February 13 to 14, 2004 in Beijing. The members discussed the matters concerned and exchanged their views. They absorbed suggestions of the IWUF member federations and reviewed the rules seriously. The meeting was full of researchful atmosphere and reached common consensus. The amended rules received broad recognition from the IWUF member federations. The free copies of the amended competition rules have been circulated to the IWUF member federations.
b) International Judges Examination Course
The IWUF organized the International Judges Examination Course from April 15 to 26 2004 in Beijing. 200 participants from 36 member federations took part in the study and 195 judges took part in the examination. Among them, 72 judges participated in the sanshou examination and 123 in the taolu examination. After the examination, 12 judges were conferred grade A international judges; 58 judges become grade B international judges. 25 judges become grade A Taolu international judges; 26 become grade B judges and 66 become grade C judges. The Secretariat provided translation service of several languages for the judges. The organization of the course got praises from the judges.
Since some judges were unable to attend the course last year, the examination was held once again this year in Beijing. 63 judges attended the course.
c) Training Courses for New Competition Rules
According to the decision of the last Congress, the Wushu Federation of Asia held a training course for new competition rules in Beijing last April. 79 participants from 11 countries and regions participated in the course. The Technical Committee organized continental training courses for new competition rules in five continents. These training courses played an important role in enhancing wushu’s development in the world.
4. IWUF new members
Since last Congress, wushu federations from Sudan, Syria, Palestine, Jordan, Slovakia, Benin, Slovenia, Chile and Afghanistan have applied to join in the IWUF. The Executive Committee meeting has approved their application at its meeting. They will become the official IWUF members after they are approved by the Congress. The IWUF membership has grown up to 106.
5. International publicity on wushu
In order to increase wushu’s publicity in the world, the IWUF dispatched wushu demonstration teams to give wushu demonstration in many countries in Europe, Africa and Oceania. The demonstration achieved positive results.
We are shooting a documentary film about wushu together with Ministry of Culture in China. It will be released world wide once the 9 languages translation is completed.
6. The preparation of the 8th World Wushu Championships
The 18th Executive Committee meeting decided that the 8th World Wushu Championships would be held in Hanoi, Vietnam. In less than one year, the Vietnam Wushu Federation has made great efforts for the preparation for the Championships. Last December, Mr. Muraoka Kyuhei, Mr. Huang Linghai and myself inspected the preparation of the 8th World Wushu Championships, including competition stadiums, accommodation and transportation. The inspecting report has been sent to all the IWUF member federations. So far, more than 800 athletes, coaches, judges and officials from 65 countries and territories participated in the Championships. The scale has surpassed all the previous championships.
7. Other work
Beijing is the headquarters of the IWUF and home of the IWUF members. It is our obligation to provide service for the IWUF member federations. It has provided assistance to participating teams on their way to participate in the traditional wushu festival and 2nd Sanshou World Cup, such as providing transportation to and from the airport, reserving train tickets and accommodation. The Secretariat has received and met with over 80 officials who are above secretary general level of IWUF member federations. The Secretariat has provided assistance to many IWUF member federations to help them to strengthen their relations with their national Olympic committees.
Mr. Wang Xiaolin thanked the IWUF member federations for their great support in the past two years.
AGENDA ITEM 6. Financial Report by the Treasurer
Mr. Patrick Van Campenhout, IWUF Treasurer delivered a Financial Report to the delegates. The Congress approved the report.
AGENDA ITEM 7. IWUF New Membership
The Congress approved to accept the Sudan, Syria, and Palestine Wushu Associations as the IWUF members.
The Congress approved to accept the Jordan, Benin, Slovenia, Slovak, Afghanistan and Chili Wushu Associations as the IWUF official members.
The Congress approved to recognize the Algeria, France, Norway, and Kirghizistan Wushu Associations as the IWUF members as they replaced former wushu organizations in their respective countries and were recognized by their national Olympic committees.
The IWUF membership has grown up to 106.
AGENDA ITEM 8. Work Report by the Technical Committee on the trial of new competition rules and its amendment
Mr. Huang Linghai, Chairman of the Technical Committee made the following report:
1. The work of the Technical Committee in 2005
1.1 Organized the Training Courses for New Competition Rules in 5 continents in Australia, Romania, Canada, Singapore and Egypt from May to August this year.
1.2 Organized the International Wushu Judges Examination Course
The examination course was held once again in September this year. 35 judges participated in the taolu exam and 22 in sanshou exam. For taolu, 3 examinees became Grade A judges, 4 Grade B judges and 28 Grade C judges; for sanshou, 3 examinees became Grade A judges and 19 Grade B judges.
1.3 Developed the Software for Computer Score Display System for New Competition Rules
1.4 Assisting the organization of the 8th World Wushu Championships: we stipulated the Regulations of the and arranged the choreography.
2. Working Calendar of IWUF Technical Committee in 2006
2.1 Organize the 1st World Junior Wushu Championships in 2006
2.2 Organize the 3rd Sanshou World Cup
2.3 Organize the International Coaches Training Course
2.4 Continue to popularize the new competition rules
2.5 Organize the International Judges Training Course
2.6 Hold a Technical Committee meeting
2.7 Assist the Beijing Organizing Committee with the technical work for 2008 Beijing Olympic Games.
3. Approved the Amendment of Wushu Taolu Competition Rules
Since the IWUF decided to adopt the Rules for International Wushu Taolu Competition, it has organized training courses for new competition rules. In the national qualifier of USA, Canada and wushu competition of East Asian Games, new competition rules are used to officiate. After one year’s trial and promotion, everyone thinks that the new competition rules will play a positive role in promoting wushu technical development, and increase the degree of measurement of competition, strengthen the supervision and impartiality of competition. They support the implementation of the new competition rules. At the same time, they have also put forward suggestions on further improvement in terms of while encouraging the technical innovation, we should also pay attention to the preservation of the technical feature of wushu. We entrusted the Chinese Wushu Association to draft a proposal on the Rules for International Wushu Taolu Competition. The members went through the articles one by one and they unanimously approved the frame and content of the rules. The amended rules will be printed in English and Chinese after it is verified and will be circulated to all the IWUF member federations.
AGENDA ITEM 9. Determination on the date and place of 9th World Championships & IWUF Congress
The Korea Wushu Association, Hellenic Wushu-Kung Fu Federation and Chinese Wushu Association submitted the application to host the 9th World Wushu Championships. On behalf of the Chinese Wushu Association, Mr. Wang Xiaolin made a presentation. He said, “Considering that there will be a wushu competition in Beijing in 2008, some federations hope that they will have the opportunity to accommodate the competition facilities and climate where the wushu competition will be held in 2008. If the 9th World Wushu Championships will be held in Beijing in 2007, it will also create a favorable atmosphere for the wushu competition in 2008. The Executive Committee decided at its meeting that the 9th World Wushu Championships will be held in Beijing.”
The Congress unanimously approved the Chinese Wushu Association to host the 9th World Wushu Championships in 2007 in Beijing, China. Mr. Wang Xiaolin thanked the delegates for their support and promised that the Chinese Wushu Association would try its outmost to prepare for the Championships and warmly welcome all the participants to Beijing in 2007.
AGENDA ITEM 10. Miscellaneous
1) 3rd Sanshou World Cup in 2006
With regard to the 3rd Sanshou World Cup, Mr. Wang Xiaolin said, “So far, no IWUF member federations proposed to host the 3rd Sanshou World Cup. The Chinese Wushu Association is willing to organize this event again. He also encouraged the IWUF member federations to host this event. The Congress unanimously approved the Chinese Wushu Association to host the 3rd Sanshou World Cup in 2006 in China.
2) 2nd World Traditional Wushu Festival in 2006
The Hellenic Wushu-Kung Fu Federation, Chinese Martial Arts Association of Macau and Chinese Wushu Association proposed to organize the 2nd World Traditional Wushu Festival in 2006. Recommended by the Traditional Wushu Committee, the Executive Committee meeting approved the application of the Chinese Wushu Association. The year of 2006 will mark the 50th Anniversary of the launching of the simplified 24 Forms Taijiquan. Proposed by some members of the Executive Committee, the relevant activities and the Festival will be organized together.
The Congress unanimously approved the Chinese Wushu Association to host the 2nd World Traditional Wushu Festival in Zhengzhou, China in 2006.
3) 1st World Junior Wushu Championships in 2006
The Wushu Federation of Malaysia has applied to host the 1st World Junior Wushu Championships. After discussing the application, the Executive Committee decided at its meeting that the 9th World Wushu Championships will be held in Kuala Lumpur. Dato Kee Yong Wee, President of Wushu Federation of Malaysia made an introduction to all the delegates about Kuala Lumpur, climate and general information of the event.
The Congress unanimously approved the Wushu Federation of Malaysia to host the 1st World Junior Wushu Championships from August 19 to 26, 2006 in Kuala Lumpur, Malaysia.
4) Construction of IWUF working system
The Congress approved the “Management Policy of Financial Affairs of the International Wushu Federation” and “IWUF Executive Committee Member Working Guidelines”.
5) Other matters
5.1 The Ukrainian Wushu/Kungfu & Qigong Federation suggested that the name of the World Traditional Wushu Festival would be changed to World Traditional Wushu Championships. In this way, some member federations will get more support from their governments. He also proposed to include wushu into the World Games and Universaid Games. President Yu Zaiqing replied that these issues would be discussed at the next Executive Committee meeting.
5.2 The Lebanese Wushu Kung-Fu Federation hoped to have the video tapes of the Championships for publicity purpose.
5.3 Secretary General Wang Xiaolin informed the delegates that Mr. Sheriff Mustafa has been taken the place of Mr. Bahaa Helmy as the new Technical Committee member.Prev: 13th European Wushu Championships Concluded Next: 8th IWUF Congress Agenda Back
