Regulations of 3rd World Junior Wushu Championships

THE 3RD WORLD JUNIOR WUSHU CHAMPIONSHIP
REGULATION
1.  DATE AND PLACE
The 3rd World Junior Wushu Championship will be held from 2 to 10 December 2010 in Singapore
2.  VENUE
a. Competition venue: Jurong East Sports & Cultural Centre (Tentative)
b. Training venue: Jurong East Sports & Cultural Centre & Singapore Wushu Dragon & Lion Dance Federation Training Hall
3.   COMPETITION EVENTS
a. Taolu
Group A:  Changquan, Daoshu, Jianshu, Qiangshu, Gunshu (2nd Set of International Competition Taolu), Nanquan, 42 Forms Taijiquan, 42 Forms Taijijian, Nandao, Nangun (International Competition Taolu), Dual Events
Group B:  Changquan, Daoshu, Jianshu, Qiangshu, Gunshu (1st Set of International Competition Taolu), 24 Forms Taijiquan, 32 Forms Taijijian, Nanquan, Nandao (International Competition Taolu)
Group C:  Changquan (No.3 Elementary Routine), Daoshu, Jianshu, Qiangshu, Gunshu (Elementary Taolu)
b. Sanda: Male - 48kg, 52kg, 56kg, 60kg, 65kg, 70kg, 75kg and 80kg
Female - 48kg, 52kg, 56kg and 60kg
   4.   PARTICIPANTS
a. Member associations of the International Wushu Federation are eligible to participate in the Championships.
b. Those member associations which have not paid the IWUF membership fees of the years 2009 – 2010 are not allowed to participate in the competition.
c.  Those associations which are applying for the IWUF membership are permitted to participate after their application are accepted by the IWUF.
5.  PARTICIPATION METHODS
a. Taolu:
     i.  All the IWUF member associations can send teams to participate the Championships.  Each taolu team shall be composed of a maximum sixteen (16) members including: one (1) team leader, two (2) coaches and one (1) doctor and following competitors:
Group A: 4 competitors (2 boys and 2 girls, who were born between January 1, 1992 – December 31, 1994)
Group B: 4 competitors (2 boys and 2 girls, who were born between January 1, 1995 – December 31, 1997)
Group C: 4 competitors (2 boys and 2 girls, who were born between January 1, 1998 – December 31, 2003)
    ii.  Each Taolu competitor of Group A may at most enter 4 competition events (1 bare-handed routine, 1 short weapon routine, 1 long weapon routine and 1 dual event).
    iii.  Each Taolu competitor of Group B may at most enter 3 competition events (1 bare-handed routine, 1 short weapon routine and 1 long weapon).
    iv.  Each Taolu competitor of Group C may at most enter 2 competition events (1 bare-handed routine, 1 weapon routine: either 1 short weapon or 1 long weapon).
    v.  Competitors are required to hand in: Health Certificate (including electro-cardiogram, pulse and blood pressure). The Health Certificate is valid within 30 days before the competition.  Life Insurance Certificate.
b. Sanda:
    i.  All the IWUF member associations can send teams to the Championships. Each sanda team shall be composed of a maximum eleven (11) members including: one (1) team leader, one (1) coach and one (1) doctor and eight (8) competitors (5 boys and 3 girls, who were born between January 1, 1992–December 31, 1994).
    ii.  Each team may enter only one (1) competitor for one (1) category and each sanda competitor may enter only one (1) category.
    iii.  Competitors are required to hand in: Health Certificate (including electro-encephalogram, electrocardiogram, pulse and blood pressure). The Health Certificate is valid within 30 days before the competition. Life Insurance Certificate.
6.  COMPETITION METHOD
a. Taolu
    i.  The Competition shall be individual competition.
    ii.  The competition will be conducted in accordance with the newest edition of the “Rules for International Taolu Competition” endorsed by the IWUF.  There is no requirement for time limit of the Group B and Group C competitors.
    iii.  The right of interpretation of the Rules rests solely with the IWUF. In case of disagreement in interpretation of the Rules, the Chinese Text shall prevail.
b. Sanda
    i.  The Competition shall be individual competition.
    ii.  The knockout system will be adopted. If the number of competitors is 4 (exclusive of 4) or less, the single round-robin will be adopted.
    iii.  The competition will be conducted in accordance with the newest edition of the “Rules for International Sanda Competition” endorsed by the IWUF. It is not allowed to hit the head by leg, or hit the head by fist successively. The competition time of each round shall be 1 minute 30 seconds.
    iv.  The power of interpretation of the Rules rests solely with the IWUF.  In the case of disagreement in the interpretation of the Rules, the Chinese Text shall prevail.
7.  COSTUMES AND EQUIPMENT
a. Taolu
    i.  Competitors shall wear required taolu competition costumes during all the competitions.
    ii.  All equipment and facilities at the competition and training sites must be in conformity with the Competition Rules.
    iii.  Competitors shall bring their own competition apparatus for their respective events.
b. Sanda
    i.  Competitors shall wear costumes and protective gears in compliance with the “Rules for International Sanda Competition” to participate in the competition.
    ii.  Each competitor must possess two (2) sets of costumes: one set of black and one set of red costumes.
    iii.  Gloves and protective gear will be provided by the Organizing Committee except for gum-shield and jockstrap which will be provided by the competitors themselves.
8.  PLACING AND AWARDS
a. Taolu
The top eight places of each event will be awarded as follows:
1st Place                                Gold Medal and Certificate
2nd Place                               Silver Medal and Certificate
3rd Place                                Bronze Medal and Certificate
4th - 8th Places                      Certificate
b. Sanda:
The top three places of each category will be awarded as follows:
1st Place                                Gold Medal and Certificate
2nd Place                               Silver Medal and Certificate
3rd Place (juxtaposition)       Bronze Medal and Certificate
9.  ENTRIES
a. Preliminary Entries: The Preliminary Entry Form with the exact number of participants must reach the IWUF Secretariat and Singapore Wushu Dragon & Lion Dance Federation by mail or fax no later than 24:00 hrs (Singapore standard time) October 2, 2010. The Addresses are as follows:

b. Final Entries: The Final Entry Form with events and names of the competitors must reach the IWUF Secretariat and Singapore Wushu Dragon & Lion Dance Federation by mail or fax no later than 24:00 hrs (Singapore standard time) November 2, 2010 to the above address.
c.  The Final Entry Forms must be certified in triplicate, one copy to the IWUF Secretariat in Beijing, China, one copy to Singapore Wushu Dragon & Lion Dance Federation and one copy to be brought with the team as confirmation during its registration in Singapore.
d. No changes or additional entries will be accepted after the deadline. Under special circumstances, member association may apply to the IWUF Technical Committee in writing for alternatives but there will be penalty charge of US$100 per event or per competitor.  No changes will be accepted after 24:00 (Singapore standard time), November 16, 2010.
e. All entries must be properly typed or printed in Chinese or English.  They are valid only when signed by the President or Secretary General of the respective association and bearing the official stamp of the association.
10.  REGISTER AND FINANCIAL CONDITIONS
a. The participating teams are required to register on December 2, 2010. The Organizing Committee will arrange the board and lodging and local transportation from December 2 to 10, 2010.
b. The Organizing Committee will arrange the board and lodging for participating teams at designated hotels.
Each team member is charged         :      Double room - US$ 80/day/person
The team judges will be charged     :      Double room - US$ 70/day/person
The observers will be charged         :      Double room - US$110/day/person
c.  The preliminary application for hospitality must state the exact number of rooms, and shall be sent to Singapore Wushu Dragon & Lion Dance Federation by mail or fax before 24:00 October 2, 2008.

d. To ensure the accommodation, all participating teams are supposed to transfer 50% of the accommodation fee to the United Overseas Bank, A/C 916-343-6570, no later than 24:00hrs October 2, 2010.  The balance of 50% shall be paid not later than 24:00hrs November 2, 2010.  Please be reminded that if the Organizing Committee does not receive fee as deposit, the accommodation will not be guaranteed.  The team will be solely accountable for the consequences caused by this.
e. The IWUF and Organizing Committee request that all participating teams should lodge at the designated hotels.  Those who do not stay at the designated hotels will have to pay a participating fee of US$100 per athlete and US$80 per team manager, coach and doctor.  If some participants can’t take part in competition and activities on time, they should take the consequences for their actions.
11.  COMPETITION MANAGEMENT AND TECHNICAL OFFICIALS
a. The Organizing Committee of the 3rd World Junior Wushu Championship shall be responsible for the organization of the competitions during the Championship under the guidance of the IWUF Executive Committee and Technical Committee.
b. Each participating team can send 1 taolu or 1 sanda international judge to the event. They should present their valid certificates when registration.
c.  The Jury members and technical officials will be invited after consultation between the Organizing Committee and the IWUF.
12.  TECHNICAL MEETING
The meeting of team managers and coaches will be held at 9:00 on December 4, 2010.  Each team may send representatives (2 for taolu and 2 for sanda) to attend the meeting, at which matters concerning the competitions will be announced.
13.  DRAWING-LOTS CEREMONY
The drawing-lots ceremony will be conducted by the IWUF Technical Committee at 10:00 on December 4, 2010. Each team may send representatives (two for taolu and two for sanda) to attend the ceremony.  The IWUF Technical Committee will draw lots on behalf of the teams that are unable to send representatives.
14.  WEIGHING IN
The weighing in for sanda competitors will be arranged at 7:00 on December 4, 2010.
15.  OTHER MATTERS
a. Each team shall strictly abide by the rules and regulations of the competition and compete fairly.
b. Those who violate the rules and regulations will be dealt with according to the regulations of IWUF.
c.  Each team is required to bring the following:
     i.  Three (3) national flags or regional flags or federation flags (1m x 2m)
     ii.  The national anthem or federation song in CD
     iii.  Three (3) color photos (passport size) per team member
     iv.  Health Certificate and Life Insurance Certificate for both Taolu and Sanda athletes
     v.  The copy of Final Entry Form
