Chapter 1 Name and Objectives


Article 1 Name
1.1 The name of the federation shall be the International Wushu Federation,hereinafter referred to as IWUF. Its headquarters shall be located in Beijing,China.

Article 2 Objectives
2   The objectives of the IWUF are:
2.1 to promote and encourage the development of wushu in all possible manifestations throughout the world,2.2 to organize and approve international wushu competitions and activities,2.3 to promote and encourage the development of international wushu exchanges,2.4 to promote cooperation,friendly relations and mutual understanding among its Members,2.5 to initially promote,popularize wushu and improve the health of the people in the world,and
2.6 to observe the Olympic Charter as the IWUF is granted recognition from the International Olympic Committee.

Article 3 Languages
3   The official languages of the IWUF are Chinese and English. Any other languages may be used at meetings providing that adequate translations are provided.


Chapter 2 Membership


Article 4 Membership Eligibility
4.1 Each continental wushu federation shall automatically become the continental Member of the IWUF. Each continental wushu federation shall be responsible for organizing and managing wushu activities in the continent and undertaking the corresponding liaison work between the IWUF and its Members.
4.2 Wushu governing bodies of all nations or regions may apply to join in the IWUF and become its member federations (If there is no special explanation hereafter,the term of Member shall refer to a Member and a provisional Member) herein after referred to as Member.
4.3 The IWUF shall only accept one Member from each country or region. Each Member shall be the sole national wushu administrative organization recognized by its National Olympic Committee and/or Sports Authority.
If a new Member fails to obtain the recognition of its National Olympic Committee or Sports Authority,it may apply for an IWUF provisional Member.
4.4 The Executive Committee of IWUF has the power to terminate the membership of a Member that fails to obtain the recognition of its National Olympic Committee or Sports Authority,if another wushu organization of its nation or region obtains such official recognition. The latter may be admitted to membership in IWUF. Such a change of membership will be ratified at the next IWUF Congress.
4.5 When a wushu organization of a nation or region applies for IWUF membership,it should apply for continental membership simultaneously. When a wushu organization applies for continental membership,it should apply for IWUF membership simultaneously.
4.6 If a nation or region splits or unites,the IWUF shall adjust its membership status according to its status as recognized by the IOC.

Article 5 Induction Formalities
5.1 The organization shall submit to the IWUF Secretariat the following documents when applying for membership:
5.1.1 Application in written form;
5.1.2 Duly completed questionnaire;
5.1.3 Two sets of Constitution,one of which must be in either English or Chinese;
5.1.4 A report on wushu activities carried out in the previous two years and
5.1.5 An admission fee of one hundred US Dollars (US$100).
5.2 To apply for a full Member should submit a letter of recommendation or certificate endorsed by the National Olympic Committee or sports authority of its nation or region;
5.3 The IWUF Secretariat shall submit the application packets to the IWUF Executive Committee for approval. Once an application is approved by the Executive Committee,the applicant federation shall become a provisional member of the IWUF.
5.4 The provisional Member shall become a full Member upon receiving the approval of the IWUF Congress.

Article 6 Rights of Members
6.1 to be recognized as the only wushu governing body of the relevant nation or region,6.2 the right to vote,elect and be elected as stipulated by the Constitution,
6.3 to apply to host international competitions and activities organized or approved by the IWUF,6.4 to apply to host the international judges' and coaches' training courses organized by the IWUF,6.5 to participate in the international competitions and activities organized or approved by the IWUF,6.6 to send personnel to take part in the international judges' and coaches' training courses organized by the IWUF and to obtain the relevant qualifications,6.7 to recommend international judges of its nation or region to officiate at the competitions and activities organized and approved by the IWUF,6.8 to organize national or regional wushu competitions adopting the IWUF Rules,6.9 to have priority in obtaining the teaching materials and information of the IWUF,
6.10 to organize national or regional judges' and coaches' training courses in accordance with the IWUF Rules and teaching materials,6.11 to conduct training for wushu practitioners using teaching materials authorized by the IWUF and confer relevant rankings to the participants,
6.12 to use other services provided by the IWUF,and
6.13 provisional Members cannot obtain the rights described in articles 6.2,6.3 and 6.4.

Article 7 Duties of Members
7.1 to respect the Olympic Charter of the International Olympic Committee and carry forward the lofty spirit of the Olympism,
7.2 to support the IWUF in its efforts to achieve its objectives,
7.3 to observe the IWUF Constitution and Rules and ensure that its own Constitutions and Rules of the IWUF Members do not conflict with those of the IWUF,
7.4 to recognize IWUF as the only wushu governing body in the world and shall not participate in or support other international wushu organizations or take part in their activities,
7.5 to implement the resolutions of the IWUF Executive Committee and Congress,7.6 to implement the resolutions of the International Olympic Committee and World Anti-Doping Agency,
7.7 to receive IWUF's regular inspection on membership qualification,
7.8 all IWUF Members shall continuously endeavor to unite other wushu organizations within their nations or regions; if any Members do not commit themselves to enlarge their organization and unite the other wushu organizations,the IWUF shall investigate and have the right to suspend their memberships,which shall be resumed once the unification is completed,and
7.9 to pay the annual membership fee in time.

Article 8 Membership Fee
8.1 The annual membership fee of each Member is three hundred US Dollars (US$300).
8.2 It is obligatory for Members to pay the membership fee to the IWUF before March 31st of each year. The benefits of membership may be suspended if a Member does not pay its membership fee when it is due.
8.3 The new Members shall pay the membership fee of the year within 30 days of its becoming provisional Members approved by the Executive Committee.


Article 9 Dismissal,Withdrawal and Suspension of Membership

9.1 If an IWUF member refuses to comply with the IWUF Constitution or severely jeopardizes the fame and interests of the IWUF,the IWUF Executive Committee may propose to expel the concerned member. Its membership shall be expelled upon approval by more than two-thirds votes from the delegates of the next IWUF Congress.
9.2 The following circumstances shall be considered a voluntary withdrawal from IWUF membership:
9.2.1 if the Member no longer exists,9.2.2 if the Member withdraws its affiliation,it should notify the IWUF Secretary General in writing,or
9.2.3 if a Member fails to pay its membership fee for two consecutive years.
9.3 The IWUF shall have the right to admit new Member from that nation or region after the Member of this nation or region withdraws or being dismissed. The new Member shall pay off the arrears of its predecessor,but it shall not pay the admission fee.
9.4 If the withdrawn Member wishes to resume its affiliation and there is no new Member of its nation or region,it shall pay twice the admission fee along with any past due membership fee during its period of absence.


Chapter 3 International Competitions and Activities


Article 10 Types of Competitions and Activities
10.1 The following competitions are hosted by the IWUF and organized by the Members. The competition rules stipulated by the IWUF shall be adopted in the competitions. Every Member shall send only one team for participation.
10.1.1 The World Wushu Championships (including Taolu and Sanshou) shall be held once every two years.
10.1.2 The Sanshou World Cup may be held once every two years,generally in the year between the Championships.
10.1.3 World Junior Wushu Championships
10.2 The World Traditional Wushu Competition may be held every two years. It shall be hosted by the IWUF and organized by the Members. The IWUF Competition Rules are applicable. Each Member may send one or more teams to participate. A nation or region which is not an IWUF Member may also send teams to participate.
10.3 The cross country or continental international wushu competitions organized by the IWUF Members may use the competition rules stipulated by the IWUF. The organizational details of the competitions shall be sent to the IWUF Secretariat prior to the competition. The results of such competitions shall be sent to the IWUF Secretariat for record keeping.
10.4 Any other international wushu competitions and activities approved by the IWUF Executive Committee.

Article 11 Rules Relating to Eligibility for Participation
11.1 In the course of the championships,the flag,anthem and logo of each participating team shall be used in accordance with the resolutions of the International Olympic Committee.
11.2 The athletes participating in the competitions organized or approved by the IWUF must be citizens of the nation or region that they represent. In addition,athletes shall have resided in the nation or region they represent for at least two years prior to the opening day of the competitions or activities.
11.3 The Technical Committee shall deal with all disputes relating to the athlete's eligibility for participation and report to the IWUF Executive Committee for the final decision pursuant to the provisions of the Olympic Charter.

Article 12 Applying to Host Competitions and Activities
12.1 The candidate members applying to host IWUF competitions and activities should observe all the relevant IWUF regulations and what is described in Article 10.1,submit all the bidding documents and fulfill obligations stated in the bidding documents.
12.2 Bidding documents for hosting the World Wushu Championships shall be mailed to the Secretariat six months prior to the convening of the coming Congress.
12.3 The bidding documents shall include the following but not limited to:
12.3.1 Name of the host city
12.3.1.1 profile of the city (population,size and characteristics)
12.3.1.2 detailed local maps showing the location of competition area,hotels and airports
12.3.2 Venue for Competition and Training
Name and exact location of the venue,competition area (15.000sq.ft. minimum),and seating capacity
12.3.3 Transportation Information
12.3.3.1 Name(s) of airport(s)
12.3.3.2 Local means of transportation
12.3.3.3 Transportation arrangement for participating teams on arrival and departure
12.3.4 Accommodation Information
12.3.4.1 Number of hotels,names and city location
12.3.4.2 Hotels accommodation capacity
12.3.4.3 Number and capacity of conference facilities
12.3.4.4 Accommodation arrangement and expenses of participants (athletes,officials and judges,etc.)
12.3.4.5 Distance between hotel(s) and competition venue
12.3.5 Letter of Support
Letter of support from the national sports authority or National Olympic Committee or local government
12.4 A delegate of the Member applying to host the Championships shall make a detailed report at the Congress.
12.5 The President appoints representatives to make an inspection of the candidate cities three months prior to the convening of the Congress. The representatives shall submit a report to the Congress.
12.6 The federation awarded for hosting the Championships must enter into a written agreement with the IWUF.
12.7 If the Congress fails to reach an agreement on a host of the next championships while in session,the right to decide shall be vested in the Executive Committee.
12.8 The Executive Committee shall have the right to determine to award competitions and activities to IWUF Members except the World Wushu Championships unless the conditions stated in 12.7 applies.

Article 13 The Organization of Competitions and Activities
13.1 The competitions and activities organized or approved by the IWUF shall be conducted under the guidance and supervision of the Executive Committee.
13.2 The Member hosting the competition and activity shall be responsible for relevant organizing work.
13.3 The IWUF Technical Committee shall be responsible for technical matters of the competitions.
13.4 The Members should observe the regulations of the competitions or activities.

Article 14 Rights over the Competitions and Activities
14.1 The IWUF organized competitions and activities are the exclusive property of the IWUF which owns all rights relating thereto,and without limitation,all rights relating to their organization,exploitation,broadcasting,recording,representation,reproduction,access and dissemination in any form and by any means or mechanism whatsoever,whether now existing or developed in the future.
14.2 The IWUF may transfer the above mentioned rights to its Members through entering into a written agreement with them.
14.3 The personnel who participate in the competitions and activities organized by the IWUF (hereafter refer to competitors relating thereto,and without limitation,officials,judges,coaches,team leaders and athletes) must and shall agree that the IWUF is entitled to use any pictures,sounds and literal materials of the athletes or other who may be present who are photographed,recorded,filmed or televised live during the event or at any other time associated with the event whether during the competition or otherwise. The competitors and Members must not for any reason or at any time pursue reimbursement or compensation for the services used or provided by the IWUF or the hosting Members whether provided directly or indirectly,because of the services provided by the IWUF and the hosting Members.


Chapter 4 Organizational Structure


Article 15 Organizational Structure
15   The following entities are established to govern and administer the IWUF:
15.1 Congress
15.2 Executive Committee
15.3 Technical Committee
15.4 Traditional Wushu Committee
15.5 Medical Committee
15.6 Marketing and Development Committee

Article 16 Congress
16.1 The Congress is the highest authority of the IWUF and shall have the power to decide any matters concerning the IWUF.
16.2 The Congress shall be convened every two years,generally in conjunction with the World Wushu Championships. An Extraordinary Congress may be convened upon the initiative of one third of the Members. The Secretary General shall inform all Members the date and place no later than six months prior to the convening of the Congress.
16.3 Each Member may send two delegates to attend the Congress. Each Member shall have one vote. The proxy vote is not accepted. The provisional Members may send two non-voting delegates to the Congress.
16.4 The proposals on the modification of the Constitution and the Competition Rules submitted by Members shall be sent to the Secretariat six months prior to the convening of the Congress. Having compiled the proposals,the Secretariat shall send the Constitution (draft) two months prior to the convening of the Congress to the Executive Committee for review. Having compiled the proposals,the Chairman of the Technical Committee shall send the Competition Rules (draft) to his members for review. The Secretariat shall make both reviewed drafts available to all the Members one month prior to the convening of the Congress.
16.5 The President of the IWUF shall preside over the Congress. In the absence of the President,the President shall appoint a Vice-President to chair the Congress.
16.6 The quorum required for a Congress is half of the total membership of the IWUF,plus one. A resolution shall be approved by a simple majority of the Members present at the Congress. The amendment of the Constitution and dissolution of the IWUF shall be made by votes of a two-third majority of the Members present at the Congress.
16.7 In the event of a tie vote,the Chair of the Congress shall cast the deciding vote.
16.8 The documents of the Congress shall be prepared by the Secretariat. The agenda of the Congress shall include the following items:
16.8.1 Roll call and announcement of the quorum.
16.8.2 Approval of the minutes of the last Congress;
16.8.3 Report on the work of the IWUF by the Secretary General on behalf of the Executive Committee;
16.8.4 Financial report by the treasurer;
16.8.5 Admission,Withdrawal and Expulsion of membership;
16.8.6 Approval of the Amendment on the Constitution and Competition Rules;
16.8.7 Election of the leading organ (once every four years);
16.8.8 Examination and approval of the budget and financial report;
16.8.9 Date and place of the next Championships and Congress;
16.8.10 Other matters.

Article 17 Executive Committee
17.1 The Executive Committee shall be the administrative organ of the IWUF. It shall have the authority to deal with and decide all the matters of the IWUF in accordance with the Constitution during the closing period of the Congress. The Executive Committee,in the form it deems most appropriate,ensures the proper implementation of the IWUF Constitution and organization of international wushu competitions and activities.
17.2 The Executive Committee shall be composed of fifteen members: one President,five Vice Presidents (Presidents of continental federations or representatives appointed by the continental federations),one Secretary General,one Treasurer and seven members.
17.3 The Executive Committee members shall be elected by the Congress serving terms of four years and shall be eligible for re-election. The power shall be transferred during the period between the end of the election and the end of the World Wushu Championships. The newly elected Executive Committee shall perform its duties after the conclusion of the World Wushu Championships.
17.4 The Executive Committee shall be responsible for supervising the financial affairs and actions of the IWUF.
17.5 The Executive Committee has the power to approve the establishment of permanent or ad hoc commissions and working groups,and appoints and removes their members.
17.6 The Executive Committee shall meet once every year. An Extraordinary Meeting may be called by the President or at the request of one third of the Executive Committee members.
17.7 The President shall preside over the Executive Committee meeting. In his absence,the President may appoint a Vice President to chair the meeting.
17.8 The Executive Committee meeting is valid only when more than half of its members are present. A resolution shall be adopted with the approval of a simple majority present. In the event of a tie vote,the Chair of the meeting shall cast the deciding vote. In case of special or urgent matters,the Executive Committee may adopt other proper forms to vote.
17.9 The Executive Committee members are deemed to have resigned and thus forfeit their membership if they fail to attend the Executive Committee meetings for two consecutive years.
17.10 The Executive Committee members are not permitted to shoulder any positions at any other international wushu organizations.
17.11 The President presides over all activities of the IWUF and represents it.
17.12 The President has the power to appoint the Secretary General. The Secretary General shall be responsible for the daily work of the IWUF.
17.13 The Secretariat is the working organ responsible for the daily operation of the IWUF.

Article 18 Honorary and Honor Titles
18.1 The IWUF may award the title as Honorary President to the Presidents who retire after serving the IWUF.
18.2 The IWUF may award the title as member of honor to those who have made outstanding service or contributions to the promotion of wushu.

Article 19 Technical Committee
19.1 The Technical Committee shall be composed of eleven members: one Chairman,four Vice Chairmen,and six members. The Committee members shall serve terms of four years and may be eligible for re-appointment.
19.2 The Technical Committee members must be holders of the International Judge Certificate issued by the IWUF.
19.3 The Technical Committee shall be responsible for technical matters of the IWUF:
19.3.1 Formulating,revising and supervising the implementation of the Competition Rules;
19.3.2 Formulating,revising and supervising the implementation of the Judges Management Policy;
19.3.3 Examining and handling technical proposals submitted by the IWUF Members.
19.4 The Technical Committee meeting is valid only when over a half of its members are present. Resolutions shall become effective with the approval of a simple majority. The Chairman shall make the final decision in the event of a tie vote.
19.5 Recommendations and decisions made by the Technical Committee are subject to the approval to the Executive Committee.

Article 20 Traditional Wushu Committee
20.1 The Traditional Wushu Committee shall be composed of eleven members: one Chairman,two Vice Chairmen and eight members serving terms of four years. The Committee members may be eligible for re-appointment.
20.2 The Traditional Wushu Committee shall be responsible for the promotion and organization of traditional Wushu competitions and activities.

Article 21 Medical Committee
21.1 The Medical Committee shall be composed of seven members: one Chairman,one Vice Chairman and five members. The Committee members shall serve terms of four years and may be eligible for re-appointment.
21.2 The Medical Committee members must be medical specialists acquiring high-ranking professional titles or with rich clinical experience.
21.3 The Medical Committee shall be responsible for formulating and revising the Regulations on medical supervision of athletes and monitoring its implementation in competitions.
21.4 The Medical Committee shall be responsible for:
21.4.1 Examining and handling proposals relating to medical affairs submitted by the IWUF Members;
21.4.2 Conducting doping tests in all the competitions organized by the IWUF pursuant to the relevant IOC's regulations on test procedure;
21.4.3 Physical examination of athletes prior to each competition;
21.4.4 Suggesting to the Technical Committee to disqualify any athlete who does not meet the requirement for taking part in a competition;
21.4.5 Reporting to the Executive Committee on its work on a regular basis;
21.4.6 Organizing lectures on medical supervision when possible;
21.4.7 Providing advanced medical supervision means and methods for IWUF Members.

Article 22 Marketing and Development Committee
22.1 The Marketing and Development Committee shall be composed of seven members: one Chairman,one Vice Chairman,and five members. The Committee members shall serve terms of four years and may be eligible for re-appointment.
22.3 The Marketing and Development Committee is responsible for matters relating to marketing and development of the IWUF.

Article 23 Nomination,Appointment and Dismission
23.1 Any IWUF Members may nominate candidates for positions in the Executive Committee and other committees,and they shall send the nomination letters with resume of the candidate(s) to the Secretariat six months prior to the election.
23.2 The Presidents elected by each of the continental federations (or their appointed representatives) and nominated by them may become Vice Presidents of the IWUF.
23.3 The Executive Committee shall have the right to appoint and dismiss the Chairmen,Vice Chairmen and members of each of the committees.
23.4 The expenses of the members of the Executive Committee and other Committees for attending the IWUF meetings,competitions and activities shall be covered by their nominating federations.


Chapter 5 Other Matters


Article 24 Arbitration
Any dispute arising on the occasion of,or in connection with,the Olympic Games shall be submitted exclusively to the Court of Arbitration for Sport,in accordance with the Code of Sports-Related Arbitration.

Article 25 Change of Headquarters and Dissolution
In the event that the IWUF moves its headquarters,its properties shall be transferred to the new headquarters. In the event that the IWUF is dissolved,the properties of the IWUF shall be disposed of according to the resolution of the Congress.

Article 26 Interpretation of the Constitution
26.1 The right of interpretation of the Constitution is vested in the Executive Committee. Any matters not covered by the Constitution shall be resolved by the Executive Committee and reported to the next Congress.
26.2 The Constitution is written in Chinese and English with both texts being equally authentic. In case of divergence between the Chinese and English texts of the IWUF Constitution,the Chinese text shall prevail.
